Why did the classification criteria for MSME change under the Aatma Nirbhar Bharat package, and how does this update aim to make business classification more realistic and user-friendly?

A new classification for MSME occurred on 1st July 2020. The previous criteria for classification under the MSMED Act, 2006 was based on the amount invested in plant and machinery/equipment, and it differed for manufacturing and service units. However, the financial limits were very low. The economy has undergone significant changes since then. To be more realistic with time and establish an objective system of classification that provides ease of doing business, a revision in the MSME criteria of classification was announced under the Aatma Nirbhar Bharat package on 13th May 2020.

A new composite classification was introduced for manufacturing and service units on 26.06.2020 to assist present and future entrepreneurs. The new classification system eliminates the difference between manufacturing and service sectors. Additionally, a new turnover criterion has been added to the previous classification system, which was based only on investment in plant and machinery. The new criteria are expected to provide numerous benefits that will help MSME grow in size. Furthermore, It has been decided that export turnover will not be considered towards the turnover limit for any MSME unit, whether micro, small, or medium. This is another step towards making business easier. It will help attract investments and create more jobs in the MSME sector. The change in the classification criteria is expected to substantially relieve the exporters.
